2026 Midterm Election Forecast: Senate & House
House outlook
The latest forecasting models show a substantial Democratic advantage in the House. Silver Bulletin gives Democrats roughly a 95% chance of taking control and projects an average gain of about 25 seats, while Cook Political Report estimates a likely gain ranging from 12 to 25 seats.[13][11]
Senate contest
The Senate is less settled. Forecasts cited in recent coverage generally give Democrats an edge, but the margin is narrower, with estimates ranging from roughly 60% to 78% odds of Democratic control.[12][15]
What to watch
The scale of any Democratic victory depends on close races and turnout. A large House gain could produce the party’s biggest majority in many years, but polling uncertainty and competitive Senate contests make a sweeping result less certain.[11][12]
Why it matters
If Democrats capture one or both chambers, the result would significantly constrain President Trump’s legislative agenda and intensify congressional investigations and oversight. The political effect would also shape the parties’ positioning ahead of the 2028 presidential cycle.[5]
